The leader of the destroyer squadron "Tashkent" was laid down on January 11, 1937 at the shipyard of the Italian company Cantiere navale fratelli Orlando in Livorno. On December 28, 1938, it was launched, and on October 22, 1939, it entered the Workers' and Peasants' Red Fleet. The destroyer participated in hostilities in the Black Sea in World War II.
