In 1932, when work on the creation of an artillery tank based on the T-26 was in full swing, the design team of the Krasny Putilovets plant proposed its own version of the 76.2-mm self-propelled gun project. The design of the self-propelled guns, called "Putilovets", was carried out by the leading engineer V.I. Ulyanov under the direction of Makhanov. The artillery part of the project had the index A-39.
