The transport and combat helicopter was created as part of the Marine Corps rearmament program, including modern delivery vehicles. When creating the helicopter, the combat experience of the marine corps of a potential enemy was taken into account, primarily the Korean and Vietnamese wars.

The helicopter was developed on the basis of the anti-submarine and search and rescue Ka-27, which was being created at that time. S. M. Mikheev was appointed chief designer, who exercised general management of the program for creating the “D-2B product.” The work was directly headed by Deputy Chief Designer S. Fomin. Leading designer G. Danilochkin became his assistant.
