The P.24 fighter, like the P.11, was developed based on the P.6 design built by Inż. Z. Pulawski. This aircraft was built for export, equipped with a powerful engine and showed good performance. Due to a licensing contract that prohibited the re-export of engines produced in Poland, the export version of the aircraft had to be equipped with engines from the famous Gnome-Rhône company. Design work on fighters for the Polish Air Force and for export was carried out simultaneously, so that the best possible solutions could be applied in both cases. Thanks to this, the vertical stabilizer developed for the R.24 entered serial production of the R.11a.
