The P.11 fighter was developed as a development of Inż. Design of P.6 by Z. Puławski. After Pulawski's death in March 1931, his chief collaborator, engineer Vsevolod Yakimyuk, took over the development of the fighter. The design of the P.6 was modified to accommodate a 700 hp engine. Despite the fact that successive prototypes were constantly modified, the manufacturer managed to send them to international air competitions and achieved success: second place at the International Aviation Meeting in Zurich in 1932 and the highest speed at the National Air Race in Cleveland in the USA (the aircraft was disqualified for misunderstanding). The construction of the PZL was noticed around the world, leading to orders for future modifications of the aircraft from Poland and abroad.
