The Type 039 (NATO designation: Song class) is a diesel-electric submarine developed by the Wuhan Ship Design and Development Institute (701 Institute) for the PLA Navy (PLAN). The construction of the submarine was carried out by the Wuhan Shipbuilding Industry Company (also known as the Wuchang Shipyard or 438 Factory) in Wuhan, Hubei Province, and the Jiangnan Shipyard Group Corporation in Shanghai. Since 1994, at least 16 hulls have been delivered to the PLA Navy.
Project 039 No. 320, the first in its class, was launched on May 25, 1994 at the Wuchang shipyard, and sea trials began in August 1995.
